This inverts or substitutes the colours in a document. The usual reasons are comfort and cost: white-on-black for long reading sessions, or removing a dark background that would otherwise drain a printer.
Inversion applies to everything, so photographs become negatives. Use colour replacement instead if that matters.
It can improve contrast, but it is not a substitute for a properly tagged accessible PDF.
