Text drawn as text stays sharp at any size. Scanned pages are images, so enlarging them a long way will soften them.

What is the difference between A4 and Letter?

A4 is 210 by 297 mm and is standard in India and Europe. Letter is 216 by 279 mm and is standard in the US.

Can pages keep their proportions?

Yes. Scaling to fit preserves the aspect ratio and adds margin where the shapes differ.
